FULBROOK PARISH COUNCIL   ANNUAL PARISH COUNCIL MEETING

A meeting held at Fulbrook Meeting Place on Monday 14th October 2024, 7.00pm

Parish Councillors Present: Cllr Malcolm Allsop, Cllr Richard Marsh, Cllr Pat Barbour, Cllr Rowntree

Clerk: Sara Hall

Also present (public attendees): David & Frieda Morgan, Alexandra Bales, Wendy & Dennis Wilks, Robin Campbell, Elaine Allsop and Victoria Marsh,

  1. Welcome and Apologies: Apologies from Cllr Hugo Ashton and Cllr Nicolas Field Johnson.
  2. Register of Interest Forms and Declaration of Interest: Noted and interest declared by Cllr Rowntree regarding planning application at Star Cottage (see planning update 11.4).
  3. Minutes of Previous Meeting: Cllr Allsop approved and signed the final minutes of the Parish Council meeting of 29th August 2024.
  4. Public Speaking and Reports.
    • Report from Oxfordshire County Councilor Nicholas Field-Johnson (attached).
    • Public Speaking: Robin Campbell raised issue with salt gritter on Burford Road, quote to be obtained for remedial work. Possible approach to Historic England regarding the pill box which is of particular historic interest. Robin Campbell also suggested contacting the owners of the milk churn stand on Westhall Hill and following his suggestion, the Council agreed to write a polite reminder to local businesses to adhere to the new speed limit. David Morgan to check ownership with possible land registry search to determine ownership of the land.
  5. Matters Arising
    • Next date for Village Tidy Up is Sunday 2nd
    • OCC Highway Engineer visit due on 18th Issues to be discussed includes Burford bridge signage, parking of a car on side of bridge preventing access to pedestrians and works required to Garnes Lane, Upper End, Westhall Hill and Church Lane.
    • Conservation Area. General discussion and agreed to review further with possible WODC consultation to discuss next steps.
  6. Financial Matters
    • External audit complete.
    • The review and adoption of new OCC Financial Regulations unanimously approved
    • Cllr Marsh noted bank balance £11,889.29.
  7. Website Update. Invoice received by NetWise under review.
  8. Update by Footpath Warden. Cllr Barbour presented report on footpaths (attached). Future reports will be made on a quarterly basis.
    • Footpath 2020/1.Cllr Barbour recommended leaving issue in abeyance as this has been reviewed by the previous parish council, the issue has not been raised by residents and involves a potentially expensive and protracted process..
  9. Update on playground.

Cllr Barbour presented report (attached). Unanimously agreed that an application for funding will be made to the Trustees of Burford Festival.

  1. Planning Update.
    • Planning application 24/02060/PIP land south of Field House Westhall Hill refused by WODC.
    • Planning application 24/02176/FUL High Meadow Westhall Hill: Fulbrook Parish Council comments submitted 9th October 2024.
    • Planning application 24/02214/LBC Star Cottage Meadow Lane. Noted that as the property is listed it requires permission for the largely internal works. Objection to the formation of two off road parking places to be submitted to WODC as public street parking will be lost.
    • Cottsway are arranging surveyor’s visit with aim to carry out works late 2024 early 2025.
    • Extension of Coronation Community Orchard Fund confirmed.
    • Village Speedwatch Indicator. Volunteers have come forward but still require volunteer to lead the initiative.
  3. Future Council Meetings. Next meeting to be at 7pm Fulbrook Meeting Place Monday 18th November 2023.
