1 Public Participation
Parishioner present asked about whether it would be possible to get a bus back up and
running through Burford
This is something that OCC are in control off and Fulbrook currently only have the villager bus
available.
It was discussed about past funding that was planned to organise a bus route through Taynton and
Fulbrook
Parishioner also asked for an update regarding the damage to Burford Bridge
Plans for the bridge to be repaired are currently looking to happen in April for around 2 days.
Calming measures are also currently being discussed to protect pedestrians and direct and channel
traffic safely.
Listed building consent for the repairs are being organized by Derek Cotterill.
A Pre-application for the footbridge will still be looked into however the bollards will be a quicker
fix for now.

2 Declaration of Interests
Nothing new to declare.
3 Minutes of the meeting held on the 29th September 2022
Minutes of the last meeting were signed by the Chairman.
4 Matters arising
4.1) Trees by Orchard Row
We are still getting complaints from nearby residents regarding the trees being overgrown and
starting to cause problems. This will need a professional assessment in order for us to move
forward with this.
Clerk to investigate people/companies to cut back the trees
4.2) 20 MPH Speed Limit
Clerk has received some emails from Parishioners asking if FPC will be looking into changing the
speed limit through the village to 20 MPH. Hugo advised that we speak to Nicholas Field-Johnson.
PB to contact Nicholas to discuss.

4.3) Speed Cameras
The speed camera coming up the hill away from Burford is currently not working. Clerk has
contacted the company who have asked us to check the battery before they come out to check it
themselves. However, the camera is placed in quite a dangerous place with regards to the traffic.
Clerk to contact the company again and ask them to come out and have a look.
5 Reports from County and District Councillors
Hugo Ashton:
Burford Bridge – Currently the plans to make the bridge safer for pedestrians is to place bollards
along the currently painted footpath to make drivers drive safer when going over and to stop them
from cutting over the lines. To strengthen consent for this a notice has been added to Fulbrook
News asking for people to come forward if they have any bad experiences.
PB to write to Peter Higgs with support.
Sustainable warmth and upgrade grant – if your home has a rating of E,F,G and income less
than £30,000 you could be eligible to get a grant to help with rising costs.
Presentation from Thames Water – A project has been put together to collect and analyse water
samples taken from different points.
Local Plan update – Hugo to look at drafting a plan that would be relevant for Fulbrook
HGV’s – Burford Town Council get updates every 2 months from OCC. A study is taking place to
develop a strategy going forward – this wont be a quick process.

6 Amenities
The amenities group is still looking for a person/group of people to take this one so that Fulbrook
can keep doing events throughout the year bring the village together. With the current difficulty of
finding someone who can take this on and alternative idea would be to seek people to organize
separate activities eg Plant Sale, Village Clean Up rather than one person taking it all on
themselves.
MT to talk to Jack regarding the Christmas Carol Singing in Meadow End and Westhall Hill.
7 Fundraising
PB to follow up on some fundraising routes
8 Planning
No comments from the councillors regarding any current plans.

9 Speed Watch
Currently with the camera down we are unable to collect any data from the camera at this time.
PB to pick this back up once it is back up and running
10 Play Park
Clerk has contacted Sovereign Play asking them to draft up an up to plan and prices and also asked
for advice on which part of the upgrade he thinks would be best to do next.

11 Financial Statement
11.1 Financial Statement for September/October agreed at the meeting.
11.2 The budget has been checked and agreed by the councillors with a few points added
– to look into negotiating with McCrackens regarding the cost of the cuts. This could be either by
price negotiation or a reductions in the amount of cuts a year.
– Increase the precept by 10% which will still be under the current inflation.
– Councillors to discuss clerks wages.
12 Climate Change
MT and Lucy Stavely to look at sowing the seeds for the planned ‘Wild Verge’ in the spring.
