FULBROOK PARISH COUNCIL ANNUAL PARISH COUNCIL MEETING
A meeting held at Fulbrook Meeting Place on Thursday 30th May 2024, 7.00pm

- ELECTION OF CHAIR: Cllr Malcolm Allsop was unanimously elected as Chair for the year.
- ATTENDANCE: Cllr Allsop welcomed temporary Parish Councillor Hugo Ashton, the new parish clerk, Sara Hall and thanked the retiring Parish Councillors and Clerk for all their hard work.
- REGISTER OF INTEREST FORMS AND DECLARATION OF INTEREST: Members are invited to declare a previously undisclosed interest relating to any item on the agenda and to ask for a dispensation to vote on matters in which they have a disclosable pecuniary interest or other nonfinancial interests. None.
- MINUTES OF PREVIUOS MEETING: Cllr Allsop agreed the accuracy of the final minutes of the Parish Council meeting of the 14th March 2024.
- PUBLIC SPEAKING
- Received a report from West Oxfordshire District Councillor Hugo Ashton. The report will be published at the next Fulbrook Newsletter. Noted.
- Received a report from Oxfordshire County Councillor Nicholas Field-Johnson. Noted
- Update from Thames Valley Police. None.
- Public Speaking. None.
- MATTERS ARISING FOR INFORMATION ONLY. Clerk reported the damage to the playground. Noted and to be discussed at next meeting.
- CO-OPTION OF NEW PARISH COUNCILLORS. Cllr Allsop reported that he had received notice of two new proposed Councillors and read out the resumes of both Pat Barbour and Chris Rowntree. Pat Barbour and Chris Rowntree were unanimously elected as new Councillors. Noted that there was a vacancy for a further Councillor.
- GOVERNANCE
7.1 Review of Standing Orders. Noted and approved.
7.2 Review of Code of Conduct Noted and approved.
7.3. Review of NALC model financial regulations. Noted that new regulations have yet to be approved by OCC so will defer until receive formal comment form OCC.
- SPEED LIMIT CONSULTATION OCC Notice of formal consultation of 20 mph speed limit from OCC with questionnaire for completion by 7th Notice to be put on Fulbrook’s Facebook page with other means of notifying residents to be considered.
- PLANNING: Update on West Oxfordshire District Council’s call for sites. Noted.
- FINANCIAL MATTERS. Cllr Richard Marsh reported on this period’s financial position and noted the bank balances. Due to the upgrade of the playground total expenditure exceeded £25,000 and in addition to an annual audit, an external audit is required. This is being completed and will be reported at the next meeting. Also noted that the interim position with regard to the signing of cheques, as retired Councillors are still signatories and efforts are being made to put in place new signatories.
- VILLAGE CLEAN UP. Cllr Malcolm Allsop reported that the next village clean-up is on 29th June 2024.
- REPORT ON PLANT SALE. Cllr Allsop reported that the Plant Sale on the 11th May was very successful and raised a total of £880.89. Suggestions for allocations would be welcomed from residents and a decision for allocation to be delayed to next meeting.
- PUBLICITY. Cllr Allsop reported that the council will be looking at new ways of communicating with residents whether by way of the existing Newsletter, Facebook or other methods. This will be discussed at the next meeting.
- FREQUENCY OF COUNCIL MEETINGS. Cllr Allsop proposed that due to the issues with the draft Local Plan and changes within the Counci,l meetings should be monthly for a period of time. This was unanimously agreed. Next Parish Council meeting to be on 27th June.
- RENEWAL OF COUNCIL INSURANCE. Clerk reported that the insurance has been renewed with effect from 1st June with Hiscox Insurance Company Ltd.
- CORRESPONDENCE. Clerk reported that she received the correspondence in respect of damage to the playground. This was noted with recommendation for the Clerk to contact the Local Police Support Officer and to be discussed at the next meeting.
17.AGENDA ITEMS FOR NEXT MEETING. Noted that the Annual and External Audit, publicity and the state of the playground will be agenda items for the next meeting on the 27th June.
- AOB. Cllr Hugo Ashton tendered his resignation as temporary Councillor since the Council is now quorate. This was accepted with thanks to Hugo for his support.
